Tariffs & Trade

Global trade policy continues to shape opportunities in the bulk alcohol market. Here are three highlights from our latest blogs:

  • Pakistani Ethanol: The EU suspended tariff privileges, reinstating duties that impact trade flows and pricing.

EU Suspends Tariff Privileges for Pakistani Ethanol

In June 2025, the EU revoked Pakistan’s GSP+ tariff benefits for ethanol after local producers struggled against cheaper imports. This means reinstated duties of €19.2/HL for undenatured ethanol and €10.2/HL for denatured ethanol, reshaping trade flows and raising prices in Europe.

At Sasma, we’re expanding sourcing from other preferential tariff regions to maintain stable supply and pricing for our partners.

Bourbon Imports Stay Duty-Free Despite Trade Tensions: What This Means for Bulk Supply

Global trade tensions continue to make headlines, but for bourbon buyers, there’s good news: imports remain unaffected by recent tariff threats.

  • EU Update: A planned 50% tariff on U.S. bourbon was postponed and ultimately excluded from the EU’s final list of countermeasures — leaving bourbon duty-free for now.
  • U.S. Policy: Even under new U.S. tariff measures announced in April 2025, spirits like bourbon remain shielded by a longstanding zero-for-zero agreement, protecting imports and exports alike.

What this means for Bourbon buyers:

  • Stable pricing and favorable import costs
  • Continued access to key markets like the EU and India
  • Security in supply through a partner who stays ahead of policy shifts

  • Global Agreements: The EU–Mercosur trade talks could reshape duty structures on South American goods—an important development to watch. Mercosur agreement will benefit agriculture with more exports of sugar, ethanol and others. However, according to analysts, the impact on demand will be limited by the existence of quotas that the European market must maintain for local products.

Trade Spotlight: EU–Mercosur Agreement

After 25 years of talks, the EU and Mercosur reached a political agreement that could reshape duty structures on South American goods. If fully ratified, tariffs on HS 2207 ethyl alcohol could be reduced or eliminated, while agriculture — including sugar and ethanol — would see more export opportunities. Still, quotas to protect European producers will limit the overall impact. For bulk alcohol buyers, the agreement holds promise, but with political resistance and uncertainties around implementation, its true effect remains to be seen

While global demand has softened, we continue to see strong interest in several key categories. These products are opening new opportunities for innovation and growth:

Neutral Wine Alcohol: Widely used in the production of distilled spirits, brandy and vinegar. Its versatility makes it an essential base for both traditional and emerging applications.

Diluted Alcohol Solutions: Sasma is one of the few suppliers able to provide alcohol diluted to 30%. This unique capability supports the fast-growing RTD sector as well as food industry applications.

Emerging Spirits Trends: Demand is rising for sake and shochu in ready-to-drink formats, while agave spirits are experiencing growth across new markets.

Sasma Company Updates

Project Update: Sasma Halsteren Facility

Construction is well underway at our new site in Halsteren. Key milestones include:

  • Installation of 25 stainless steel storage tanks (September 2025)
  • Integration of a fully computerized inventory and operations system for precise tracking
  • Addition of a CO₂ firefighting system and weighbridge for trucks and containers
  • New lab facilities for on-site testing and analysis

Once operational in April 2026, Halsteren will enable Sasma to:

  • Dilute and blend alcohol to customer specifications
  • Offer broader certified options (kosher and organic)
  • Maintain inventory of bourbon, agave, Scotch, brandy, and more
